In compliance with the findings and sentences of the International Military Tribunal for the Far East as confirmed by the Supreme Commander for the Allied Powers, the following named War Criminals were executed by hanging beginning at 0001 hours, 23 December 1948, at Sugamo Prison, APO 181: 2. Colonel Victor W. Phelps, 041455, CMP, Provost Marshal, Eighth Army, was designated to carry out the executions per Letter Order No.12-442, this headquarters, 21 December 1948 (copy attached as Inclosure 1). 3. The official witnesses to the execution were: Col Morris C. Handwerk - Commanding Officer, Sugamo Prison Col R. E. Hewitt - Surgeon, Eighth Army Lt Col Harold G. Wilson - Public Information Officer, Eighth Army Lt Col Cyril D. Hill - Judge Advocate Section, Eighth Army Mr. William J. Sebold - American Member, Allied Council for Japan Mr. Patrick Shaw - British Member, Allied Council for Japan General Shang Chen - Chinese Member, Allied Council for Japan Lt General Kuzma N.
