─ 1 ─1.はじめに首都圏は首都圏整備法により定義され,種々の構想・計画に基づき展開されてきた。衛星観測が開始されて以来,衛星からは調査の基本となる土地被覆情報をはじめとする貴重な情報が収集され,わが国の経済の成長期から低成長期にかけての土地被覆変化(Land cover 論 文日本大学生産工学部研究報告A2020年 6 月 第 53 巻 第 1 号新旧地理空間情報による首都圏の土地被覆改変の時空間分析磯部邦昭*,内田裕貴**,杉村俊郎***Spatio-Temporal Analysis of Land Cover Alteration in the Metropolitan Area by New and Old Geospatial InformationKuniaki ISOBE*,Yuuki UCHIDA** and Toshiro SUGIMURA***This paper examines the characteristics and transition of land cover alteration in the metropolitan area by performing spatio-temporal analysis of old and new geospatial information. Furthermore, the possibility of use for disaster mitigation will be examined by using the expected area of disaster occurrence caused by land cover alteration as an example. Among the areas that have been urbanized due to land cover alteration, the areas where disasters are expected to occur gradually expanded. The area where overly concentrated and the distortion of urbanization became remarkable fell into the disaster period. Concurrently with the damage from the tsunami caused by the Great East Japan Earthquake, the coastal area of Tokyo Bay also suffered liquefaction. The situation surrounding land cover has changed considerably.While the damage investigation was conducted, it was pointed out that access is restricted in some areas, making the investigation difcult. For disaster mitigation, it is considered effective to implement measures only after grasping the conditions of the ground surface before and after land cover alteration with the same standard. It will be useful to extract areas that have similar characteristics to the areas that suffered damage and take measures for the next earthquake disaster.Satellite images of the metropolitan area and the Quick Map (Jinsokusokuzu) made in the Meiji era indicated many areas with characteristics similar to the ones in the areas affected by liquefaction. Alluvial lowlands, where the danger has been pointed out, are not the only urban areas likely to suffer liquefaction caused by the anticipated earthquakes. Rather, it is thought to be along the coastal area of Keihin where social infrastructure is concentrated and along the old river channel that engraves plateaus west of Tokyo where population is concentrated.
